The Cruciatus Curse is based on intent. If you do not want to cast the curse enough, you will not be able to power it properly. To successfully cast, focus on your wish to harm them or your hate for them and point your wand at your enemy before saying Crucio. Crucio is pronounced Crew-SEE-oh.
